Ms. Liis Vihul is the Chief Executive Officer of Cyber Law International. She is also Ambassador of the Tallinn-based NATO Cooperative Cyber Defence Centre of Excellence and Deputy Chair of the Global Commission on the Stability of Cyberspace’s Research Advisory Group. Previously, she was a member of the Estonian delegation at the United Nations Group of Governmental Experts on Information and Telecommunications in the Context of International Security (2014-15 and 2016-17). She also spent 9 years as a senior analyst in the Law and Policy Branch at the NATO Cooperative Cyber Defence Centre of Excellence, where she was the managing editor of the Tallinn Manual 2.0 on the International Law Applicable to Cyber Operations. Ms. Vihul holds master’s degrees in law from the University of Tartu and in information security from the University of London.
